I've had complaints from the shopping cart admin that when they do a refund on a cc payment, sometimes a drop shipper notice will be resent. I've looked at the code and the work flow and I'm not sure what might be happening, or what to fix.
If the order is marked as paid, will doing a refund switch it back to unpaid? If it does not, would the drop shipper notice get sent again?
