sale with "below cost ok" checked still only uses cost

I set up a sale for products to be $5 and checked the allow below cost, but it only adjusted the items to cost.

You probably have the "Check for price below cost" task in your Product Pricing Workflow. Remove it from Options->Workflows in the admin.
