Paypal "Ship To" gift recipient getting lost - Bug

If a customer pays with paypal, and selects a different ship to name & address the ship to name never shows up in bv.
Example:
Customer "Joe" who has a bill to of "California" orders & pays with Paypal and selects ship to "Susan" with a ship to of "New York."
In BV, it shows bill to "joe" in "California," and ship to "Joe" in "New York."
In Paypal, it shows ship to "Susan" in "New York."
Notice the ship to in BV does not match the ship to name in Paypal (but the address is fine.)
