We have found an issue where the drop ship emails are being sent twice or not at all...

This is a fresh install of 5.6. No changes have been made to work flows, emails templates or anything else.

1. Created a Manufacturer with an email address using Drop Shipper Notice email template.

2. Product is set to that Manufacturer and ship mode is set to "Drop Ship from Manufacturer". No other options are changed from the default new product.

3. Payment method is PayPal Website Payments Pro.

4. Only one product is in the order.

The private notes show two entries back to back with the following:
9/28/2009 - Drop shipper notices for Example Manufacturer were sent successfully.

Here are a couple other interesting facts related to this.
1. No drop ship notices are sent when using Google Checkout.
2. If payment is applied after the order is placed, only one email is sent (for example using pay by check or COD)

Any help would be appreciated.

If you get an answer I would like it as well -- our store always sends two, sometimes three, of the vendor emails for drop ships. Haven't figured it out.
