5.6 Bug: Can't Delete States within Country for Shipping

I've discovered that I cannot remove states (ie. US Virgin Islands, Armed Forces Africa, etc) from United States in the Shipping Countries setup. I hit delete next to the state name and the page refreshes without actually removing the state. I also tested going back into the store and viewed the list of available ship-to states and the Virgin Islands still showed up. Currently running BV 5.6.
