Not seeing - Pay with Purchase Order (Admin Payment Area)

I am not seeing the Pay with Purchase Order as an available drop down item in the Admin Payment Area.
Payment Options in System
Credit Card
Purchase Order
Check
Cash
Telephone
COD
Gift Certificate
Paypal Express
Google Checkout
Offline
Payment Options shown in DropDown (Payment Button in Admin)
Credit Card
Purchase Order (Missing - how do I add to list)
Check
Cash
Telephone (Missing - I can see why not on list)
COD ((Missing - how do I add to list)
