BVC 5.7.5 Marketing Issue - Free Promo Item

I have a lot of special offers that use the "Free Promo Item" offer. I set a category and all products in the category will get a free promo item added to the cart. HOWEVER, in previous versions I could set that category to be hidden, but still find it in the "Free Promo Item" offer category drop down. I do this because not all products in my "live" cateogry are eligible to receive the free item. I would create a hidden cateogry and only add the items that are eligible. Makes it real easy to use the "Free Promo Item" offer when not all products are eligible in the "live" category, but still want to group products together that do get the free item.
BV 5.7.5 won't let me do this. How can I change this back to allow all cateogroies to be in the drop down for this offer?

Anyway to get the offers to show hidden categories so my marketing offer categories are not shown on the website?
