Why doesn't BV 5 bind the cart to a user account? Meaning, if a log into a site and add some products to my cart, that cart will not be available if I log into the site from another computer. It appears that the cart ID stored in the cookie is the way that a cart is tracked.

Because you end up with really strange cart merge scenarios. Imagine, that I'm logged in at work and add $100 of items to the cart. Then I go home, not logged in and add the same $100 of items I had in my cart at work. During checkout I log in and we pull your existing cart from work because it's tied to your account. We can a) merge it causing your cart to jump to $200 which may not make sense b) dump one cart but we don't know which one c) stop the customer during a purchase to ask them to merge a cart which isn't ideal because we never want to interrupt the sales process.

In short, it could be done but the benefits do not outweigh the problems it can cause. I'm open to arguments for it but don't expect to make this change anytime soon.

If a user already has an account on the site it's a relatively safe assumption that they're more than just a casual browser. As much as I hate it when clients cite Amazon as an exemplar, I'm going to use them as a very mainstream example of this functionality. The only difference with them is that if you log in during the checkout process the cart is not merged; if you log in anywhere else on the site the cart is merged.

One other thing to note: a user would not need to log in to their account to merge carts if that user has logged into the site from each computer (i.e. the cookie tracks the user bvin, so that should be enough to merge carts).
