Hi,
I am trying to move my BV 5.8 install from an IIS6 server to an IIS7 server and I'm getting this error when I complete an order via the checkout process. I also get this error when I try to generate new encryption keys in Settings > Options > Security. Can someone help with any troubleshooting steps?? It would be much appreciated!

You should check the EncryptionKeyLocation setting in your web.config. By default it's set to the /bin folder of your store but since you moved it the path may have changed on the new server.
