Move 'Require Login Before Checkout' to admin pages

This comes up often enough:
Require Login Before Checkout" is now a workflow edit. This control would be easier to find in the admin. maybe in 'Options, Orders', right under 'Force User To Agree To Site Terms Before Checkout'. |
