Is there a way to offer a discount (say 2%) for cash payment?

Personally I wouldn't advise offering a discount for cash as this can make some of your other custom feel like they are not getting the best deal, purely due to the fact they have chosen to use a different payment method.

To answer your question, I currently cannot think of away of adding this functionality without writing some custom code.

Thanks, Steve. I considered also offering a "Pay with Gold" option as well. Seems a little harder to calculate gold value at any given moment, though. :)

The cash discount thing is becoming more prevalent, at least in brick and mortar. The problem with cash (or check), is that you need to wait to receive it before being able to fulfill the order. Anyway, that's your issue to deal with it. :) As for your question, it might be possible to create an offer that would discount the order total based on the payment method.
