I'm suspecting that USPS International Padded Flat Rate Envelope is not calculating package size properly. I tested and for a package 1.1lbs and 7x7x2 this method gets disallowed. If I change it to 6x6x2 this method is then allowed. My package rules are:
When Weight is greater than 1.1, or Height is greater than 8, or Length is greater than 8, or Width is greater than 8, or Items Quantity is greater than 20, Hide This Method.

A couple of weeks ago went from BV5 to 2017. Then we heard "good news" that 2018 would be available. So we upgraded to that last week. Not sure if the problem was occurring in 2017 version since we were still experiencing quite a few USPS and shipping issues, and we were hoping 2018 would fix them. So we overlooked them until 2018 version. Another USPS issues I'm finding is that no USPS Priority Mail pricing being returned for what should be an acceptable package size ( no for 22x22x4, but yes for 21x21x4).
