Shipping costs are not matching as cart changes

BVC2017, Firefox on Win 10. A returning shopper signs in. In this case it recognized me and signed me in. Pic 1 Place item in cart and go to checkout. There is a shipping cost of $17.06 at the bottom without first entering an address. I assume it's left over from the previous shopping trip. Pic 2 Fill in a 'ship to' address, Freedom, WY. Fed Ex returns a cost of $24.93. The cost of $17.06 remains at the bottom. Pic 3 Go to "View Cart" and empty it. Shop for another item and place in cart. Go to checkout and find $90.30 (I assume to WY?) in the Fed Ex line at the top and $90.30 at the bottom. I add my own address in 'Ship to" and find $53.44 at Fed Ex line and $90.30 at the bottom. I'm assuming the difference between Freedom WY and my address is the cause for the shipping cost to drop to $53.44. Pic 4 Select "View Cart" at top of screen. Select 'Checkout" and the shipping costs on checkout page now match, $53.44 with no 'Ship to' address filled in yet. Does this happen with all visitors, or only those who sign in as returning users? It looks like you're using the old "One Page Checkout". This has been replaced by "One Page Checkout Plus" in BVC 2013 and above. Switching to that checkout should resolve this issue. To change the checkout go to Options >> Site Settings >> Orders and change the "Default Checkout" dropdown. Once you make the change to "One Page Checkout Plus" you will also see an Edit button appear to the right of the dropdown. You can click this to configure the checkout page. |

Thanks Aaron.
I get the need to upgrade and all and I just took the demo/admin for a ride.
A minor point: selecting the radio button for credit cards, the credit card fields can't be seen until you manually scroll down to them (at least in the demo). Likewise for the address sections. Tabbing to the next field... the next 'selected' text box is off the screen until I scroll to it. Can't the need to put the next blank text box be anticipated and be scrolled to so it can be filled in?
When BVC5.3.2 rolled out the one-page-checkout, Marcus considered it a selling point that shoppers didn't have to scroll/type, scroll/type, scroll/type.....
Is this laid out like this to accommodate pads and phones?

Things have changed in the past decade. Screen resolutions are considerably higher for one. Also, we never felt that the old checkout page was not organized very well, especially given the new account creation and promo code entry functionality that has been added. We also found that merchants were often needing to add instructional messaging to their checkout pages. That said, the pendulum has swung back the other way and one-page checkouts are no longer en vogue so we will most likely be going that way in the future. I hate to hit you with this, but the 'edit' button next to 'One Page Checkout Plus' does nothing.
Do I have to first save it and then go back and edit it?

Very odd. I selected One page Plus, saved and it didn't change. Old one page is still there. I have all permissions except wholesale users so I should be able to do this.
