The issue is with the state drop-down list on one page checkout.

We have created a Canadian site and have disabled United States in dashboard, allowing only sales to Canada.

The problem is that if a user (that has not already logged in) tries to make a purchase, when Canada is the only country listed in the drop-down list, the State field displays U.S. state abbreviations--not Canadian.

Since disabling the U.S. in the dashboard didn't seem to solve the problem, we deleted United States from the country list altogether.
As a result, the state field did not display any drop-down list at all. Even re-creating the United States did not resolve this problem.

Now the only way to get a drop down list at all is to create a second country then actually make a change in the country drop-down, which then provides the appropriate state drop-down list.

Our work-around, although not ideal, was to create a country named "-", so when "Canada" is selected from the country drop-down list (replacing "-") Canadian provinces then populate the state drop-down.

I am experiencing the same problem with an Australian site. Any solutions yet?
